Sponsorship Program Overview
DoD ID cardholders who want to sponsor more than 5 guests (max 10) and will have more than one vehicle for the day.
DoD ID cardholders who want to sponsor 1 – 5 guests in one (1)/same vehicle they are operating for the day.
Foreign National Guests will NOT BE ALLOWED base entry unless/until they have been properly vetted through Security Forces. Requests are accepted only within a three (3) month to thirty (30) day window.

If sponsoring 5-10 guests, names must be submitted through the Bellows Daily Access org box no later than 5 days prior to visit.
Exceptions will not be made to this policy, please plan accordingly.
Day passes are for daily use only. Visitor passes are required for overnight guests.
If your guests remain overnight, they will need a Visitor Pass which can be obtained from the gate.
Children under the age of 16 do not count for your sponsorship numbers.
Guests 16 years of age and over are required to have a valid government/state ID for verification at the gate.

Privacy Act Statement
AUTHORITY: AFI 31-101, Integrated Defense
PURPOSE: Verification of access privilege/purpose to enter a Bellows AFS.
SSNs are used for further identification of individuals. Routine use(s); Entry Controllers will use the SSN or Controlled Picture ID (CPID) number to verify a person is allowed to enter a designated area.
DISCLOSURE IS VOLUNTARY: Failure to disclose required information will result in access denial.
*NOTE: We recommend using a computer to download and submit your forms. Adobe Acrobat is required to fill out the Daily Access Request Form and may not be compatible with mobile devices.
- Please submit your request no earlier than 14 days or later than 5 days prior to the visit. NO EXCEPTIONS!!
- One (1), DoD Card Holder can sponsor up to five (5) guests not riding within the same vehicle. If the number of guests is greater than five (5), another Cardholder must submit a request.
- Email “I am requesting access to Bellows AFS on (DD MMM YY) to 18FSSDet2Bellows.sf@us.af.mil to initiate the process.
- After you have initiated the process and received an email back, you will then be sent a DoD Safe link to upload:
• Bellows AFS Daily Access Request form
• A photo of the guest’s vehicle’s current registration card, safety inspection, and proof of insurance -OR- Car rental agreement.
Sponsor’s SSN is required and will be used to validate escort privileges through DBIDS. - Requests are processed Mon – Fri, 0800 – 1630. Please allow for 24 hrs after submitting the access request to receive the drop-off request email.
By submitting this request you understand that you are solely responsible for your guest and must ensure they follow all rules and regulations on Bellows AFS.
- You will not leave your guest unattended (Trusted Traveler).
- Speed limit is 25 MPH unless otherwise posted
- Consumption of alcohol on the beach is prohibited
- Do not enter off-limits areas
- Dogs are permitted on the installation from sunrise to sunset in outdoor spaces unless staying in designated dog-friendly lodging and HAVE SIGNED THE GUEST PET POLICY AGREEMENT. Dogs are NOT PERMITTED in any building or under any covered structure, including condos, pavilions, outdoor deck, Turtle Cove, and AAFES. Service Animals are allowed overnight with lawful inquiry. NOTE: Per the ADA, therapy/comfort animals are NOT CONSIDERED “service animals”. For more info, please visit https://adata.org/publication/service-animals-booklet. UNAUTHORIZED PETS/ANIMALS ARE SUBJECT TO EVICTION WITHOUT REFUND AND A $250 FEE. VIEW PET POLICY HERE.
- Drones are not authorized
- Seatbelts/safety restraints must be utilized at all times while vehicles are in motion.
- Use of electronic devices while driving is prohibited unless hands-free
- Limit your movements to authorized traffic ways. Examples of closed areas are marked “RESTRICTED AREA”, “CONTROLLED AREA”, or “OFF LIMITS”
- Children age 15 and under do not have to be added to this list, as long as they are with a vetted adult. For children who appear to be 16 or older, please have the parents bring one of the following to validate age: SSN card, Passport, or Birth Certificate.
Consent to Search, Vehicle Towing, Reimbursement, and Impoundment
By accepting access to Bellows AFS your guest must understand that they are giving consent to search their vehicle while it is entering, on, or leaving the installation. If their vehicle is towed or impounded, your guest must agree to reimburse the towing agent on behalf of the vehicle owner/operator.
Reasons For Access Denial
PERMANENTLY DISQUALIFYING FITNESS DETERMINATION STANDARDS
Below conditions or offenses are considered prejudicial to good order, discipline, and morale of the installation and cannot be waived by the CO or designated representative.
- Wanted persons (outstanding warrants)
- Identified in the Foreign Fugitive File
- Identified in the Immigration Violator File
- Registered in the National Sex Offender Registry (NSOR) Database
- Known or Appropriate Suspected Terrorist (KST) File
- Felony convictions for:
1) Rape, child molestation, or human trafficking
2) Espionage, sabotage, treason, or terrorism - Other Felony Convictions. Other than the disqualifiers listed above, any convictions within the past 10 years are grounds for denying installation access. Felony convictions more than 10 years old except for those identified above do not require a waiver.
- Identified in the Violent Person Crime File. A waiver from 18 WG/CC is required for persons identified in the Violent Person Crime File.
OTHER DISQUALIFYING FACTORS
Bellows AFS maintains the following additional disqualifying factors preventing installation access:
- U.S. citizenship, immigration status, or Social Security Number (SSN) cannot be verified.
- Current debarment from entry/access to any military installation facility.
- Wanted by federal or civilian law enforcement authorities, regardless of the offense/violation (i.e. an “order of arrest” has been issued by a judge).
- Incarcerated for 12 months or longer within the past five years, regardless of offense/violation.
- Any charge or conviction for a sexual-related offense or classified as a sexual offender. Appeals for personnel listed on the Sex Offender Registry will NOT be approved.
- Any felony charge or conviction within the past 10 years and/or currently serving the first year of parole or probation for any FELONY offense.
- Multiple felonies beyond 10 years will also be grounds for installation access denial.
- Any charge or conviction within the previous 10 years for drug-related offenses.
- Any person or organization that may be considered a security risk and/or their presence on the base is considered to be prejudicial to good order and discipline base on criminal and/or other records.
Trusted Traveler & Daily Access FAQ
Q. What does this mean exactly?
A. You may sponsor all guests inside your vehicle at the gate with just your DoD ID. If you require more than one car to bring your guests in, you must request access via the instructions on this page. This requirement is for patrons coming to Bellows AFS for the day.
Q. How does this affect my cabin/condo/campsite reservation?
A. If you and your guests will be in more than one vehicle when arriving to check in for your reservation, you will need to request access for anyone not arriving with you physically in your vehicle. If you are bringing in additional guests to visit you for the day, but they are not staying overnight, you must request access via the instructions on this page.
Q. How does this affect my Pavilion/Deck/Conference Room/Group Campsite reservation?
A. Events, party rentals, and Group Campsites will continue to submit Special Function Agreements when booking parties and special functions.
Q. How many guests may I sponsor?
A. For Daily Access/Trusted Traveler, you may sponsor an additional five (5) people in addition to the guests in your vehicle. The additional people must be vetted through the Trusted Traveler program and must be issued a daily pass. If you need to sponsor more than the five (5) additional allowed, a rental agreement for a Pavilion/Deck/Conference Room/Group Campsite rental and Special Function Agreement is required.
Q. If I’m bringing one vehicle, do I need to request access for my guests?
A. No. The patron may sponsor guests in the vehicle they are traveling in together at the gate. If you have multiple vehicles, you will need to request access.
Q. How many guests may I sponsor?
A. For Daily Access/Trusted Traveler, you may sponsor an additional five (5) people in addition to the guests in your vehicle. The additional people must be vetted through the Trusted Traveler program. If you need to sponsor more than the five (5) additional allowed, a rental agreement for a Pavilion/Deck/Conference Room/Group Campsite rental and Special Function Agreement is required.
